Goals for Dr. Francine Endler 2021/2022 School Year
Goal #1
The Executive Director, in collaboration with the Facilities and Finance Committee, will lead a decision-making process to secure a permanent location for CIU 10 Executive Offices.
Goal #2
During the 2021-2022 school year, the Executive Director will engage with elected members of the General Assembly representing the CIU 10 region. This goal will be evidenced in two ways. First, by meeting (in person/virtual/phone) with each representative of the General Assembly and/or key policy staff member to update them on advocacy or legislative issues pertaining to IU’s. Second, the Executive Director will hold a legislative forum/roundtable (in person or virtual) to discuss updates/information regarding education.
Goal #3
During the 2021-2022 school year, the Executive Director will create a promotional handout highlighting the programs, services and relevant information pertaining to CIU 10 to be used when engaging external stakeholders.

Dr. Endler’s overall performance was rated as distinguished by the Board of Directors of Central Intermediate Unit 10.
Dr. Endler met all three goals for the 2020-2021 year as listed below:
Goal #1
The Executive Director, in collaboration with the Facilities and Finance
Committee and the IU Facilities Workgroup, will lead a decision-making
process regarding the Central Intermediate Unit facilities plan culminating
in recommendations and priorities.
Goal #2
During the 2020-2021 school year, the Executive Director will provide
leadership, support, and resources to Superintendents and Charter School
Directors. This goal will be evidenced by a culminating report to the CIU
Board of Directors in July 2021.
Goal #3
During the 2020-2021 school year, the Executive Director will review all
departments within the Central Intermediate Unit and will present a written
report to the board in July 2021
Dr. Francine Endler was appointed Executive Director in March of 2020. She joined the IU team on July 1, 2020. Dr. Endler, previously served as Assistant Superintendent of the Hollidaysburg Area School District. She had served the Hollidaysburg Area School District over the past 21 years in several capacities including Director of Curriculum, Elementary Principal, Guidance Department Chairperson and Elementary Guidance Counselor. Prior to beginning her career in public education, Dr. Endler worked for ten years with children in specialized foster care placements.
Dr. Endler received her Doctorate in Educational Leadership from Duquesne University. She earned her master’s degree in Counseling and certifications in Elementary and Secondary Guidance from Indiana University of Pennsylvania. Dr. Endler attended St. Francis University to obtain her Principal certification and Shippensburg University for her Superintendent’s Letter of Eligibility. Her undergraduate degree in Sociology is from the University of Pittsburgh. Additionally, she is a Licensed Professional Counselor and a National Certified Counselor.
Throughout Dr. Endler’s career she has demonstrated an ability to lead, motivate and direct. She has been effective in building authentic relationships with students, parents, faculty, and administrators. The CIU 10 community looks forward to Dr. Endler utilizing her proven abilities to help advance the CIU 10 mission of building the capacity of all learners by identifying needs, developing courses of action, and supporting the implementation of strategies to allow for continuous advancement and achievement.
